540i Headlights

Dear all,
I am new to this forum, and looking to solve problems on my '97 540iA. First up is the headlights. They are the high def lighting upgrade I believe, and they appear to have built in Angel Eyes. However, I cannot seem to get the "eyes" to light up. When I have it on low-beam, the outermost light bulbs illuminate, but there are no rings around them as I would have expected. On hi-beam, both the outermost and innermost lights of each bucket illuminate. Any ideas as to what my problem is, or if there is one at all?
