Unhappy Help please BMW 1 series 2005

My drivers side headlight just suddenly stopped working.

Approximately a year a go the bulb went and was replaced successfully so when it suddenly stopped working again i feared a bigger problem as know these bulbs should last awhile.

So during its annual service I asked the mechanic to look at this headlight for me. He said he would swap everything over from the headlight that was working to help diagnose the problem.
He reported that the light module had gone and I needed a new one he said he was 100% sure as had swapped the modules over.

So he purchased a new light module for me and fitted it. And lo and behold the headlight still doesn't work!! He apologised and then admitted that he hadn't taken the module from the other headlight and tested it he had just assumed it was the module as he said it appeared water damaged when he looked at it.

Anyhow as you can imagine my confidence in this mechanic is shot. And I'm really bewildered what to do next?? The mechanic now thinks I need to replace the control module??

Help anyone please

But yes after this I will search for another.
But had hoped someone on hear would be able to offer some advice as to what the fault could actually be?!
The diagnostic report he gave me reads:

9CBC Short circuit fault 1
