driver side valve cover is tied down and can't be removed?

Ballast or Ignitor?

I have a 2006 X5. My driver's side headlight works intermitently. I changed the bulb. Same symptoms. I checked on the price for a ballast and I was told it was the ignitor.
Is there any way short of changing parts to figure out which part needs replacement? Thanks.
