You can chose limited tort or full tort insurance in PA. I have full tort I believe so I'm not thinking it's a problem. That said, I have no clue what I'm talking in general.
You do get to choose the repair shop of your choice in PA, I know that.

I have proof of fault which I'm sure helps me.
