Heating Issue

Among other strange issues with my 2005 530i my heat and AC are acting up. Heat is the issue now. When idling or driving at slow speeds the heat comes on, but NOTvery forceful. And it takes forever for the heat to come on at all. When driving at speeds greater than 40MPH the only way to generate any heat in the system is to select the Air Re-circulation option, which then fogs up the interior. My coolent light came on recently, and I did top off the coolent. I bought this car used and this problem has occured since then. Issue with AC is that it never really blows cold. It can get cool, but not as cold as it should.
