power steering whining and fluid level

Hi,

Yesterday after the snow storm in boston, I went to dig my car up. I noticed a whining noise coming from the power steering when I turned the wheel to right or left. It didnt go away for a while. I might have pushed the wheels to the snow on the sides and forced them a little. I checked the fluid level and it was lower than the dipstick. I left the car running and checked again and now it was at the correct level. Is this normal? or should I add more fluid? It's kinda odd that the fluid expands and shrinks that much..

On our 3 series, we had this issue where it would make noise. Found out we had gotten water in the lines, they flushed the fluid and refilled and all was good.

I would flush system aswell and refill with new fluid.
