I assume you've tried turning the knob?

On mine anyways there is no "all the way up" position. When you turn it one way the light goes up (clockwise), other way it goes down (counterclockwise), but the knob never hits a physical limit.

Did you go into iDrive and adjust the fan speeds there. Intensive is a higher fan speed and probably will help.

First only applies in automatic mode. If he's turning the knob for the fan, it should turn up the fan regardless (assuming all the vents aren't closed, lol)

Could be a sign your battery is going bad. The car is lowering the speed to conserve battery power. At least that is what my car did. Another sign was that the welcome lights stopped coming on when I turned off the alarm. Then the battery drain light started coming on. The new battery corrected everything.

Did it happen before new battery? If so, did you register the battery after install? Failure to register the battery can cause issues related to electronics.
