Can't notice Front Wipers speed
When I turn on my wipers and toggle the rocker switch for the speed, I can't tell the difference in the speed of the wipers. You guys have the same issue?!?!.....

That is not for wiper speed. That is for adjusting the point at which the rain sensor automatically engages the wipers. Turning the dial up makes it engage the wipers sooner (i.e. makes it take less rain on the windshield to engage). Move the entire stalk up to increase wiper speed.
