Adaptive light failure

Hi guys I am scheduled for a service appointment to take a look at my adaptive headlights fault.
I've had the issue lingering since August last year - dealer originally diagnosed it as a failed stepper motor, long story short my SA quit and parts never showed up.
Last month I had an accident and both headlight units were replaced, but the AH fault still present - I am tired of arguing with the shop who performed the work, and honestly it was a pre-existing condition
The question is if it isn't headlights/stepper motor inside them, it could be the control unit(s) - are these come bundled with the new headlight units or should be sold separately?

I had a failure of the self-leveling/aiming adjuster in one headlight a couple of years ago, resulting in replacement of the headlight assembly. The tech's notes on the repair mentioned transferring the lamps and modules from the old assembly to the new one. When I asked the SA to clarify that, he explained that the new housing & projector do not include the attached electronics and lamp, and it is routine to transfer those parts to a new assembly unless they are confirmed bad. (Makes sense...as it is, the projector assembly alone is brutally expensive.)

Odds are, your body shop did the same thing.

Thanks, Zeichen, that explains it.
