Unhappy heated steering retrofit

HI.I just bought a 1998 740il and thought I would retrofit a heated steering wheel.I found a complete kit on ebay,but when it arrived and I attempted to bench test it,I couldn't get it to work.I applied 12 volts to the green wires and ground to the brown while maintaining contact with the slip ring.The indicator light in the buttom didn't light and after 15 minutes the wheel didn't show any signs of warming.
Any help or suggestions would be appreciated.

Did the heated steering wheel come with it's own slip ring? The slip ring for the heated steering wheel is different than the non heated steering wheel slip ring...and there's a specific build date range for each (you should fall within the 09/1996-03/1999 build date range). If you're trying to use your old slip ring, then you will need the other one for the heated steering wheel (see the parts database for the correct BMW part nbr).

BTW, what was "in" this complete kit your purchased?
