It's a diffuser (technically, it's a cosmetic diffuser because it has no actual aerodynamic function) and is an integral part of the M Sport bumper fascia. You can buy the bumper cover from any BMW dealer and several aftermarket suppliers. You need to specify whether your car has Park Distance Control or not (the car in the photo has PDC). It must be painted to match your car but is otherwise easy to install.

I think he's referring to the bumper and PDC sensors. You'll have to purchase and entirely new bumper.

Yes. Just the bumper cover, though, not all the substructure.

Maybe so with the silver ones, but the black ones are 70MM canon for tailgaters.
