Front Air Vent Whistle

My 2007 328xi wagon received replacement A/C vent covers recently when plastic portions of the original vent levers broke off. The A/C vent in the center console was replaced by a local mechanic. As soon as I drove the car, I noticed that the vent whistled when the heat was blowing through it. I returned to the mechanic and asked them to fix it. They told me that the fix would cost $200, since there had since been a "Technical Service Bulletin" on the issue, advising adding foam strips to the vent.

Anybody out there with a comment on this? How could a "Technical Service Bulletin" be issued on this matter, on a car that is 7 years old? And the bulletin was only issued this past Fall? Can this be true?

TSBs can be issued later when it involves a part that wears out sooner than expected, and affects enough vehicles to require one. The same thing is happening with the positive battery cable recall
Leave it stock?!?!? Where's the fun in that?
