I wanted to do the same thing on one of my parts cars so I could move it around as I had no keys for it. I asked a friend of the family whom is a mobile lock smith and he told me he has never done one as the whole steering column needs to be taken apart. So a friend and I pulled the steering wheel one way and snaped the locking pin. Another of my parts cars was a theft recovery and the ignition switch was drilled out of it taking a lot of time to do I am sure.

Locate the bolts holding the column to the underside of the dash. They will appear to have heads like badly finished rivits. They will usually undo with either a pin punch and hammer or by cutting a slot and using a screwdriver on it. Not ususlly over tight and either will work. Once out you can work on the unit easily. To replace it you can use the screwdriver method or buy two allen head bolts. I've done it several times.
