Strange noise from steering wheel

Folks,

What would be the problem in the steering system. At a standing still with the engine on if I turn the steering wheel to the left or right, I will hear a soft one tick sound. I checked the Outer tie rods and they appeared to be in good shape. I have not a clue. Thanks in advance.

Alex,

I know this is dumb. But, what is the level of the hydraulic fluid in the reservoir that feeds the steering wheel pump.
Just one of the first things I would have checked.

The level of the fluid is perfectly fine. I did some more investigations and found out that the noise is coming from the middle of the steering rack, but the boot is in the way, and I'm not ready to take it apart yet.
