2014 X3 28i M-Sport ordered - questions

I just ordered my first brand new BMW last week - a 2014 X3 28i M-Sport. This is my second BMW (when I lived in Germany I drove a 2005 120i Hatchback).

I ordered the following configuration:
2014 BMW X3 28i
Carbon-Black
Oyster Nevada
M-Sport (Shadowline)
Cold Weather
Lighting
Driver Assistance
Navigation system

Vehicle is already in status 112 and waiting to be scheduled for production.

A few questions come to mind:

1. The gov limiter limits the car to 130 mph, correct? Is this increased due to the fact that I have the M-Sport? Also can that limit be "de-programmed"? I do not want to speed in the US, don't worry, just think about taking the car if I decide to move back to Germany one day. Top speed in Germany per the BMW site is 230 kmh (144 mph).

2. If I actually do decide to move back are you aware of other modifications that have to be made (programming of rear fog light, different turning light signals, etc.)? I got the cold weather package for that reason as the headlight washers are mandatory with Xenon headlights in Germany and that is an expensive retrofit. Anyone ever moved a car back to Europe?

3. I am interested to potentially get a winter tire package with OEM BMW rims. The package on the BMW homepage is about $2,800. Are there any better deals out there for the package?

Thanks for your help!

2014 X3 28i M-Sport ordered - questions

Do not believe the M Sport has any effect in the engines performance so do not think there is any limit difference.

I thought it might as for example the "Sport Package" on the 320i includes an item called "Increased top speed limiter". I thought it might be similar for the M-Sport on other models but I might be wrong.

THe limiter is really limiting the top speed, not the engine performance. As you can see in the German spec the very same engine can get to 144 mph.

Don't know about the 28i but on the 35i if you get the M sport or have the sport activity package, it increases the limiter to 150.

If M-Sport on the 28i comes with the Sport Automatic Transmission then you have a shot at 150. Without it, I don't think so.
