steering pump

Hello, my 5281 BMW is making a horrible noise from the steering pump, we tried changing the pump but it still makes the horrible noise but steering is fine otherwise, we were told to air the pump could this be what is making the noise all along help!!!!

Could be, but maybe one of your pulleys is bad, or something is misaligned. It could also be another belt driven accessory, or even the belt itself may be bad. Are you using Dexron II ATF ? Thats the correct power steering fluid. Bleed the system and post your results.

I also believe that there is a filter at the bottom of the canister that holds the steering fluid it might be clogged.

Yes; the filter is not replaceable so just replace the whole reservoir canister. They're inexpensive, less than $30.

While this is true on your E46, the E28 has a separate filter. #11 (32-41-1-128-167) here:

On some models; on others it's the identical reservoir as the E46. I'm only commenting on the models I'm familiar with, and on my 1988 528e the reservoir is the same. The OP should do his own research to verify his specific needs.

If you mean bleed the power steering system:
- fill the reservoir to the proper level with ATF
- get the front wheels off the ground (makes it easier, I feel)
- start the car
- turn the steering wheel twice each to full lock left & right
- stomp the brake pedal 5 times; wait 30 seconds and stomp the brake pedal 5 times again
