Air conditioning delay

I have narrowed down the condition that the problem is happening,
1- Trying to use the AC when the car is sitting a few hours and the outside temp is high
2-AC comes on after car is being driven for a few minutes and the temperature in the engine compartment drops down due to forced air caused by movement of the car. Nevertheless once the cold air stated it is fine, this proves that the compressor is fine.
My diagnostic tells me that the issue may be due to some sort of fail safe such as monitoring the charge level of an old battery and allows the compressor clutch to come on once the battery level receives enough charge from the alternator. I do have an old Battery in my car? probably it is capable enough to sustain a few cranks. If this turn out to be the cause, there should be a more friendlier way of informing the driver.
