Was this conclusion reached by having a body shop perform an estimate? When I rear ended someone I sat down with the body shop and they provided a high level cost estimate. However they stated they won't know the true extent of the damage until they're into the repair as there could be several things needing repair for which they could not see until other parts were removed.

My car did not look nearly as bad as yours and it was over $4,500 to repair. Had the vehicle been equipped with xenon lights it's likely it would have been totaled as I believe they cost somewhere in the neighborhood of $2,200 each.

Hard to say, but it does not look like a cosmetic only damage.

Are the headlight housings intact?
Is the bumper support beam fixable?
How about the lower sub-frame?
The A/C compressor is another big repair item that can bring the total bill of repairs closer to 75% or more of the value of your car.
I assume the airbags didn't deploy.

P.S. If I am not mistaken you are one of the younger drivers, I would highly recommend attending a professional driving school, join the BMWCCA if not already and attend a few driving clinic events, etc.

One of the headlights cracked and no the airbags didn't go off. I need a new radiator and hoses and stuff like that

I believe the ins company will total if the repairs equal 70 to 80% of resale value.

Just went there. The owner of the place said that it's fixable and not totaled

There is significant damage there, I'd be surprised once things are ripped apart, that it's just "cosmetic".
