Seat belt light

On my 2002 E39 525 touring, when I turn the ignition on, the seat belt light lights up and then goes off.

Should this light not stay on if my seat belt is not clipped in?

that's what i would have thought...

I did scan the car and found no errors relating to the seat belt stalk...

Can the warning be bypassed? Perhaps a previous owner did it
