Weird Noise Help!!!

I have a weird nose coming from the highlighted part in picture even when car is turned off. I need help on how to turn it off? Or what it even is can someone help!?

When you close the hood, those flaps are pushed open to allow outside air into the car. The blower motor is just out of view if you push them open. It would probably pick up any noise associated with the a/c system. I don't know if it's normal for not as I have never listen for it. Might make a video so we can hear what you are talking about.

As I turn the car off the noise continues. It kills my battery and I don't know what to press to turn them off

If it's not obvious to you what is still running, time to start the isolation process. I would do start here:

Keep in mind the fuses on your car, other than the trunk, are in the ebox under the hood on passenger firewall. Always have to wait for the car to 'go to sleep' after 16 minutes.
