what's up with my headlights?

Hello,

I was driving on highway and noticed that my headlights are doing some weird moves.
don't know if it's a normal movement, but I felt like.. what the..
I have Xenon Adapt. headlight kit, and know xenon eyeball turns right or left when I turn my steering wheel,
but my headlights are moving up and down also?!

ok, there was no car infront of me on a flat road not an uphill or downhill, and I was driving around 70 - 75mph.
headlight beams the lights far once then closer, so it looked like headlights moved from up and down. then again and again.

Xenon lights supposed to move up and down also?
if so then when is the right moment or situation?

oh btw, I lowered my ride with H&R.
could this be a problem too?

They do move up and down as well but to level them on uphill or downhill driving, etc. to keep them properly aligned. But if you were on flat highway they shouldn't have been moving up and down.... Maybe a sensors sensitivity needs to be adjusted.
