Mine seems to work okay. I think it even got down below 60F here last night.

At 45F through 55F I notice very slow turn on and quite dim for awhile. I wonder how they work up North with 0 F and lower.

This wasn't the first time this happened and 'rebooting' the car didn't work.

I had that happen a few times when I first got my 01 e46 w/ CD Nav. But it had nothing to do wth the cold. Just didn't want to boot up. The dealership must've fixed it with a software update when I took it in because it never happened again.

It's happened to me before plenty of times. In fact, when it gets in the 20's and below, and the car has been sitting over night, the nav screen will not turn on right away. Sometimes it takes up to 10 minutes to turn on. When it does turn on, it blinks a white screen in and out and a few times. Then the display comes on. This is the second one that did this. I'm not really concerned.

There are a couple long threads on this if you do a search. Mine did exactly that, on cold nights nothing would come up, even the BWM welcome screen. After the car warmed up some it finally would come to life. Two firmware updates later by the dealer I don't have the problem any longer.
