The socket in front of the gear lever is on fuse 65. Check that your charger is actually making contact inside the socket, sometimes they don't fit too well together.

To me that means that the car switches to the parking brake when the engine is off (standstill). It does not imply that the parking brake is used when the car is standstill but the engine is running.

IMO seafoam isn't going to clean anything that wasn't cleaned by the walnut blasting.
