1997 328is. Need help!

I have a 1997 328is M sports edition bmw with 85'000km on it and i have an issue i cant fully pin down.

My main problem is that when my bmw gets towards operating temperature it begins to lose low end - mid range power very quickly. but past about 5500-6000 rpm the vehicle will regain all its power and accelerate so fast i'll occasionally break traction while heading in a straight line

it has plenty of power when i first start it and drive for a few minutes but then will quickly lose that power to where even if i floor it in second gear i'll have trouble keeping up with traffic. I use only the best fuel available in my region.

Other problems/factors that may or may not be related

I live in a cold region where the ambient outside temperature is currently -15 Celsius.

Traction Control turns on at start-up and will not turn off if i press the button.

Rough start if i haven't run the vehicle in the last hour or so. starts beautifully if i have.

Car used to stall at operating temperature when coming to a stop or coasting.

Radiator fan not operational

built in engine check occasionally says "Check coolant level." even when coolant is not low.

engine bay whistling at idle and while driving that seems to go away at high speeds.

Hull breach from single vehicle collision under front passenger floor mat.

Fuel consumption appears to be worse lately

Temperature gauge reads very slightly above middle at operating temperature.

Occasional sputtering at idle with very slight idle surge. (within 100 rpm of 600 rpm)

I am aware that some of these problems arent connected to my main problem but i thought i'd relay as much information as i could.

Welcome to Bimmerfest!

The whistling is the key to the problem. It's the crankcase ventilation valve. You have a substantial vacuum leak, and the car is running very lean. At higher speed the imbalance between fuel and air is minimized, and that's when the car seems to "wake up".

Find and fix the vacuum leak. In fact, check all the hoses and replace any that seem hardened/cracked.
