2007 530i bumper conversion to 2019 530i bumper

I know it isn't very usual and I couldn't really find anything on this subject but would it be possible to retrofit a 2017-2019 530i bumper on a 2007 530i

The shape of everything is different.
Fenders, hood, headlights, they won't match.

So in theory I wouldn't be able to get the hood and headlights , etc from a 2017-2019 model and bring it to a body shop to have it cut to fit and be put on

In theory yes.
But once you start pricing it out is where people give up.
You also need to realize that the body work mentioned won't end there.
Where the fenders meet the A pillar, inside the engine bay, wheel well shrouds and mounting brackets and holes will all need looked at and/or changed.
Then there is your incidentals, the lighting you've now added will need the new modules which your version of IDrive won't like, and the programming it will need to make everything work, if possible.

How much do you think something like this would end up costing?
