I can rip this out, right?

Dealing with a vacuum leak, pretty sure I found the source but these 24 year old vacuum hoses are getting replaced anyway. One branch in this maze of hoses goes to the vacuum controlled flap in the muffler.

Can the vacuum tank, hoses, and valve be removed and capped off without causing any issues?

Yup, commonly referred to as the golf tee mod. You can just remove the hose at the muffler end and plug it with a golf tee or something similar.

You can plug the hose at the muffler with no issue, but I believe if you remove the vacuum switch in the engine compartment you'll get a fault code because it's monitored. At least it was on my '96 328iC.

The vacuum switch is for the SAP not the exhaust flap. Removing the switch does set a code so I just left it plugged in with no vacuum lines. For the exhaust flap I plugged the vacuum line at the intake manifold because I was messing with the intake anyway.
