In theory it would boost a little psi into the intake, nothing like a real supercharger but any little bit helps.

How would you know that even this little bit is helping at all? With minimal performance specifications of the fan and a minute on the back of an envelope one may calculate ... Wolfram Alpha can even do it for you if you know how to ask it. http://m.wolframalpha.com/

Realistically I'm afraid you'll probably find they just aren't worth it, rather than give you a random cryptic reply have a read of this, it explains why and lays out the math in an easy to understand way.
In terms of getting air into the engine (for ours anyway) your still only really looking at the Dinan system, which lets face it is bonkers money for what you get from it unless it is being used in conjunction with some major engine alterations and a tune up on top. The only other thing would be the open cone system of which I've just finished the design work and parts list on mine but this is more to change the sound than actually get any noticeable gains from it, there's also heat to think about with this.
It's just an idea but for the money you'd be spending you would find a more noticeable difference from something like a sprint booster, no more actual power but it will make the car feel like it has (at least for a brief time until you get used to it ).

Won't work...they did a test of this on Mythbusters a few years back when those first started cropping up. They don't move nearly enough CFM to make any real world difference.

Also, they use the car electrical system which in turn uses the alternator, which in turn puts load on the engine, which in turn reduces power available! Assuming efficiency is <100% (which it will be much less), then it's an expensive & complicated way to *reduce* the power output of your engine.

These guys did a before and after dyno experiment and found these "devices" cause the engine to lose HP. Waste of money.
