What tool is missing here?

Went to go find my wheel lock, and saw this empty space. What's supposed to go here? Under "Tool" in the manual, it only shows where the tools are.

Yes, there should be a screw driver in there. It reverses to a flat blade screw driver so that the town hook plastic "door" on the bumper can be removed.

Look at frame number 12 in this post. That's an awful big slot for just a screwdriver.

Mine has a screwdriver, but does not have the circular tool at the bottom right, is that a wheel lock?
