Xenon Headlight Flickering

On my 2004 X5 4.4i, I've recently seen the xenon headlights will flicker on and off. I don't know if it's the bulb or the starter or something like that. When I got out and looked, they were both on but I still see the flickering occasionally.

Has anyone else had this problem and/or does anyone recommend a solution like a new bulb or new headlight entirely or something else?

Can only be one of two things - starter or bulb. Flickering would indicate it's the starter, however with the age of our vehicles, it's probably time to replace the bulbs now, as they will not be illuminating the road as they did originally. Identify the problem by swapping the starter from one side to the other and see if the other bulb flickers. PITA to get to these components I assure you... Since it's all open, you may want to replace both the bulbs and starters, however the starters are usually not the problem.
