to alleviate waiting times at crowded charging stations. Oh, goodie!

There's a way around that if you need to. But really - they should just ration all of them. If you owned a Tesla - you'd know why.
(And BTW I never use charging stations).

17% of them and only 8% at some times and the other 9% at other times.

Bottom line... Electric cars are usually only suitable for local driving.

One rare exception is one of my relatives who has done exceptionally well in life. He has a Tesla S, and chargers at both his house and at his beach house 200 miles away.

Tesla is the exception in most parts of the country. There are Supercharger stations all over the place now.
