Update Halogen Headlights With Ebay/Amazon LED, Worthwhile?

I would like to update my halogen headlights to LED bulb, but I just don't know if this particular eBay stuff is worthwhile or just keep my money - at 23 bux the price is attractive.

Has anyone tried them and you can share your experience or knowledge?
Here are my questions,
1-I understand auto bulbs have to be DOT stamped, any chance these are? If not is that an issue, legally?
2-They claim 120, 160, 180, 240Watts - is that real or just another fake claim?
Would you say they have at the very least an equivalent wattage/brightness as regular halogens, sufficient to replace the latter?
3-If they work do they require a resistor package or do they flicker, etc?

Unless you have trouble seeing at night, I'd save your money. Most of this stuff is imported junk.

Was watching this shoot-out today with the full realization that the Z3's own unique reflector will affect the end-pattern and light focus results...

Plus, space for the various heat-sinks and fans may be non-existent... won't hurt to pull out some measuring gizmos to check one of these days..
