It feels like part is warm, and part is cold.

My x3 has literally every option that was available in 09/10 but three....

DSP amp

Parktronic backup sensors

Cold weather package that included the ski pass through, heated steering wheel, rear heated seats and headlight washers - I bought the car in California not really needed.

Sorry no help but my heated seats always work well

My new Jeep gladiator steering wheel is heated especially at 10 and 2 but has lesser elements everywhere else

Since I got my 07 in 2013 with 64k miles on it at the time, the steering wheel has never heated evenly all around. The bottom has always been warmer and then the heat deteriorates going up until at the very top it's much less heat. It has never heated evenly all the way around but it worked fine to keep my hands warm in Chicago winters especially without gloves.

I couldn't remember, so checked mine after a few minutes driving this morning. The wheel rim was only slightly cooler where the 3-spokes meet the rim, other than that the entire rim was toasty warm; I usually shut off the heater after a few minutes. If in doubt, reach down and touch the horn and the quality of heating is readily apparent.

Mine steering wheel was however replaced around 20k miles, presumably for a faulty heating element. Currently at 160k.

That is how mine is.
Heat on bottom. Not on top.
$45k new.
$8k used.
