You'll need a dealer that will do BMW Individual with you.

$5000 is the price for that Individual order... any dealer can request it for approval.

I was under the impression that getting a car painted a certain color that is currently offered on that series of cars (Melbourne red is a standard color on the 4-series) would not be the full $5,000 charge, and that it would be more like $1,950.

Melbourne Red exists in the regular paint line for the 3 and 4-Series so this color in an M4 should be approved quickly.

The $1950 only applies to Individual colors already in the colors palette ordering guide in most of the world, in particular Germany. Melbourne Red is no Individual color, and when applied to an M4 then it becomes an Individual order. Individual order for colors start at $5000.

The difference between an Individual color and an Individual order color is that an Individual color has a higher quality/special paint composition - special metal flakes, "frozen" clear, special pigmentation, more scratch resistant clear- than standard uni- or metallic colors.

An Individual order color can be any color that is not assigned to a model in its ordering guide. For example, plain $0 cost Jet Black in a 320i becomes in an M4 an Individual order color for $5000 as it is not part of the M4 ordering guide anywhere.
