If you mean the oil cap where you put the oil in the engine, press down on the plastic engine cover around the oil cap and twist the oil cap counter clock wise and it will spin.

Buy a replacement oil cap before applying too much force to the old one. If it is stuck really hard, you will probably break it when trying to remove it. Having a replacement cap will keep your car from being rendered immobile due to a really trivial part.
