transfering assist

Can anybody help settle something about BMW Assist transfer? I have an '07 X3 I bought used (3rd party) and had no trouble transferring the BMW assist to my name and password at a local dealer. Somebody else in the X3 forum with an '07 says his local dealer tells him it absolutely can't be...
