The blower motor went out the other day and after doing some research I replaced the motor resistor. Blower worked again for like 20 seconds and now it does not work again. Looking for a reference on how to test the motor resistor (Part #9226780) to see if I happened to just get a defective one or any other direction to follow?

I would say it's more likely that the motor itself is going bad, possibly by drawing too much current, and causing the new motor regulator to fail (especially since it worked briefly).

Unless you want to measure how much current the motor is drawing at different voltages (each fan speed setting should have a corresponding voltage) to try to confirm if it's the issue, I would just suggest replacing both the motor and regulator.

Took fan out and put it to a 12v battery. Nothing, then spun it and it reved up then slowed down. Definitely the fan was the issue.

Here is the video I followed on removing the blower fan and resistor on the F02 chasis.
