Imperial Hand Glaze (IHG) is a swirl filler, and is safe to use before every waxing. 3M does make actual polish products, but IHG is not one of them.

It is not a wax substitute though -- you must follow it with a coat of wax, so if you use it everytime you wax, you will be effectively covering your car twice. Set aside enough time. :)
3M IHG is as close to a pure polish as you'll get. It does a good job of temporarily filling in swirls and other surface imperfections, but it's main job is to shine your paint surface. After applying IHG, you should have an extremely deep, wet shine. Then, as alee said, use a good quality wax to protect your paint and help 'seal-in' the IHG.
