What is the best product to clear the carbon dust from the exhaust tips? I never seem to get these 'bright as new' when cleaning the car.

Brasso, warm water & soft cloth add elbow grease. Do with regularity.

Once you get them nice and clean (and nobody mentioned 0000 steel wool), seal them with a product like Rejex. Doing that will make your regular cleaning very easy. I just use a quick detailer on a cotton cloth every few days.

I then put a couple coats of wax on so the soot can be wiped off with a paper towel and windex every couple days

I use Mother's all metal polish. After cleaning more times than I can count, the tail pipe end caps have polished out to a chrome-like finish.
