200mph? Maybe - a modded Duramax can easily make the horsepower necessary. 69mpg? Unlikely, even using the grossly inflated European mileage tests and Imperial gallons. For comparison sake, a new MB E350 diesel is rated for 57.6mpg extra-urban in the UK and 32mpg hwy by the US EPA.
For comparison, our 1.3L Vauxhaull Combo van gets a real world 50 miles per Imperial gallon. That same diesel engine in a 2 door hatch will get close to 60 mpg-Imperial in mostly highway driving.
That 6.6L V8 D-max engine, even in it's "lightest" iteration is still pushing close to 1050 lbs dry, and that's without all the emissions equipment fitted.
Evne if the D-max (Duramax) could be attached to a 200lb rolling chassis and run at about 30 mph, I still wonder if it's possible to break 50 mpg with it...?
