You can adjust the power using coding but if your after the brightness of the more modern cars then I'm afraid this isn't really possible without surgery to the headlamps themselves and replacing the existing halos with led rings.
You can also replace the halogen bulbs with led's which will yield better results than the halogens (even with increased voltage) but they'll never be as bright as the newer cars due to the current construction of the halo's.
