Nice find.
That triangle doesn't resemble the triangle BMW put inside
my e39. Maybe yours is an updated version. Is yours made by Gebra?

The triangle changed in MY 2000, since you have a '98 it would have a different model, as you can see in the link below the tool tray is also different.

NOpe, not standard for USA cars.
The top picture is a tool tray that comes standard for USA cars delivered to dealers in the USA.
The bottom picture is for USA cars where owners picked the car up in Germany, ie Euro delivery.

BMW should have known that these cars would break down on us, the triangle should have been included, lol.
I got one at a Saab dealer many years ago, haven't used it.

I was in the Fatherland last week, so I swung by a dealer and picked one up.

Isn't that the terrific irony of it, I certainly don't plan on using it, if I have to use it then my maintenance skills would be in question.....I guess no shame in using it for a flat
