Williams needs to get their chassis fixed and McLaren need to get their engine fixed,to compete with Ferrari.

Don't draw any conclusions yet. Williams is traditionally slow to find their speed at each race. You can't tell from Friday's times, they are running with full tanks or working on something specific. They might even be scuffing in sets of tires. Do they need a new chassis...yet to be determined.
