Suggested Action:
I would suggest deleting your existing folders identified below, and then re-installing E-89 Datens & BMW Standard Tools (INPA), as described below. I also indicate below WHERE you can obtain reliable downloads & instructions for installation, along with my observations on your "Error Messages" and reasons WHY I am suggesting REINSTALL (leave ISTA alone for now -- it's a separate issue, and you indicate you can access documents OK -- the DME Supply wiring diagram?)
What Reinstall SHOULD Do:
You never indicated WHAT your GOALS are, but INPA will allow DIAGNOSIS of any fault in ANY Module. ISTA provides the Documents such as wiring diagrams and Repair Procedures (without being connected to your vehicle). So between the two, you can do most anything. Getting an OPERATING INPA installation (EDIABAS) MAY correct your ISTA "Connect to Vehicle" issues. Prevailing view expressed on forums is that a working INPA/EDIABAS installation is needed as a pre-condition for ISTA to work properly. That may depend upon the type and SIZE of your ISTA installation.
Complicating Factors:
There are MANY sources of DIFFERENT INPA & ISTA software available on the Web, and even MANY different sources listed on Bimmerfest over the years, directly or indirectly. The ISTA application I installed was a 9.98 GB "rar" file downloaded from MEGA, previously-linked by BimmerGeeks on their "Downloads" site. It installed a "Rheingold" folder, 21.1 GB, in my C:\Program Files (x86) folder.
There are some "Standalone" installations that reportedly-require 5 times that disc space. Just browsing the forums, one sees MANY folks complaining they can't get their INPA or ISTA apps to work. The answer is probably DIFFERENT in almost every case, as there are so many hardware & software variables, from cable to download, what was downloaded and source, to install instructions, to ability of user to follow those instructions, ...
My Own Experience: BimmerGeeks-Linked Software WORKS:
I also downloaded BMW Standard Tools (INPA) and E89 Datens from the BimmerGeeks "Downloads" Web page. The Installation Instructions are on a one-page text file found in the folder after "Un-zipping" the "rar"/compressed file. Current Links to those downloads can be found in the

Deleting OLD INPA/Standard Tools Install BEFORE Installing New:
Simply Delete the following Folders which were (should/may have been) installed in your "C:" Drive when you installed E89 Datens & Standard Tools (INPA):
C:\EC-APPS
C:\EDIABAS
C:\Entwicklungsdaten (empty folder)
C:\NCSEXPER
C:\NFS-Backup (empty folder)
Best practice is to check "Date last saved" in Windows Explorer for EACH folder, and make sure ALL folders listed above have SAME date, which SHOULD be date you installed Standard Tools. When you install NEW download, I would suggest taking the time to save/record EACH step you followed in the Download & Install, and ALSO, check your C: Drive directory for folders added on the date of installation, AND the size of each. For example, BimmerGeeks-linked Standard Tools install created a 2.18 GB "EDIABAS" folder on C:\ Drive.
Check your C:\Program Files (x86) folder to see if you have a "Rheingold" folder there, and record the SIZE of that folder.
DO NOT DELETE that Rheingold Folder.

As suggested above, RECORD each step followed in Download & Install, and SAVE the downloads on a flash drive or other backup media, in case you need to "Re-install" in future.
WHY do this?
Your existing INPA installation has issues.


I have two different versions of INPA installed on different computers. One is older "All German" version, and other is BimmerGeeks-linked version with Menus and such in English. NEITHER has any FOLDERS in the "C:\EC-APPS\INPA\BIN" folder. ONLY files in that BIN folder. Yet, your first error message posted (related to INPA Startup) clearly indicates the program is looking for a "CFGDAT" subfolder in the BIN folder.
The CFGDAT files are used to "Configure Data", display menu choices, or present selections you may make in the "Script Selection" dialog box which SHOULD appear as the 2nd step of opening INPA. That's just a "Geeky" way of saying when you first open INPA, it looks in the CFGDAT folder for data to insert into the SHELL that appears in the opening screen. If I understand your ScreenPrint correctly, when you open INPA, it does NOT correctly fill-in the selection data on what SHOULD be the opening screen.
See FIRST attached ScreenPrint below for example of that screen on BG INPA version. That shows the "Script Selection" Box which appears superimposed on opening screen AFTER you select "E90" (F3 in BG INPA Version). The "Tutorial" shows older INPA version, where E90 is F6.
If I understand correctly, your existing INPA installation has NOTHING on the screen, or in the boxes in the Task Bar at bottom of screen, that allows you to select "E90", which is the FIRST Step to use INPA. Simplest way to get a functional INPA installation is to do the steps described above. Although it will take an hour or two/three to do CORRECTLY, if you take the time to do that, you will probably learn a few things (that you can then teach us), and get a working INPA installation in the process.
I also attach a pdf: "INPA Tutorial Quickstart" which has some sample INPA Screens, and explains the basics of setup & using "INPA > Functional Jobs > F2 Identification & F4 > Error Memory, All Modules" to get started. There is a LOT more to INPA (or ISTA) than simply reading codes, and the "Tutorial" explains some of the OTHER things you can do in INPA.
Please don't hesitate to ask for questions on any phase of Download, Install, Setup, Cable connection, Functional Jobs, Module Connection, Fault Details & Freeze Frame Data, Live Data, Activations, etc. NOBODY here is an "Expert" on INPA, ISTA, or anything else. We're all hopefully trying to learn what we
don't know.
