That part looks like the impact part of the bumper and quite possibly part of the unibody and welded to the rest of the frame. The impact part is pretty strong so I think you'll need a hydraulic frame straightener from a body shop. I think that part is made of steel (unlike most of the car being aluminum). Definitely not a DIY thing.

The other thing that comes to mind is if the "tube" is actually bent the impact spring inside might bind if not perfectly straight.
