I need help with this power steering fluid mystery

So my friend is doing his own power steering fluid flush. He has the proper fluid and all but they have flushed the fluid three times and it still comes out dark brown. There are no indications of a leak so what would the problem be?

Did he turn the wheel from left to right like 25+ times each time he filled and sucked out other fluid?. The best way to do it is undo the hose at the bottom of the PS pump let it all drip out and re-fill.
He says he did turn the wheel but the fluid color did not change.
