Are they the press test cars? Who took the pics and where were they posted at?

Friend of mine gave me the URL. Didn't say where they came from, just that they were taken at The Presidio in San Francisco today.

Notice they have Jersey plates but in at least 1 pic there is a shot of 'Oxnard VPC' on the paper floormat.
