While slowing down my rpms shoot up 2,000 rpms and then the whole car jerks 2 twice as it goes down

It goes up then straight back down
On a cold start mine will first stumble for a second or two, then it'll pick up the rpm's and then drop right back to a normal idle. I've had other vehicles that did the same thing. My thought is that after starting the engine needs to rev up to trigger the alternator into charging to compensate for battery power lost after the cold start and parasitic drain from all of the electronics that continue to use power even after the car is shut off. As for the "jerking" that you feel during deceleration, that is just the transmission dropping to lower gears as you are slowing, so the engine rpm increase is thus quite normal. This downshifting does seem a bit more noticeable on the BMW than on other vehicles I've owned. Are you driving the car in comfort, eco, or sport mode?
