I just bought a 1995 318ti with one master key and one valet key. The master will do everything but start the car. I can start the car with the valet key with no problem. If I start the car with the valet key and the immediately remove it, and then insert master key, it will start. I've concluded that it must be a bad chip in the master key. Can I simply switch the chip from the valet key into the master key?

Yes, it will work. The chips are the same between the master and the valet key, it's the keying that's physically different.

Go to a good key maker and they can get you a chipped key. Will not be too pricey, and it will save your valet key and remove the risk of you damaging both keys.
