I've never been to Chico. As far as "Party Schools" go, my alma mater, UCSB has always ranked near the top...
The only other place I've seen a crazier nightlife is Tijuana, or the Greek Island known as Ios.

for the younger adults, you can always take a walk through DP,(Del Playa Street) which has parties that goes on all night long
