I received an email from BMW stating that changes to the connected drive services are coming.
BMW Assist features, will no longer be supported after December 31, 2016. This will eliminate features such as SOS, BMW Assist eCall***8482;, and Concierge Call. I am given a few options;

$300 BMW Lifestyle and Accessories voucher for in-Center purchases + Deactivation of existing technology

$200 Visa® Prepaid Card + Deactivation of existing technology

Retrofit of new cellular technology. Customers with less than one year remaining on their current subscription may purchase a BMW Assist Safety Plan for $199 per year to ensure an extended period of service.

Does anyone know if the retrofit will cost me to have it done? I cannot get a clear answer from the dealer.

Also I have my car coded with many changes and if I have it done do you think I would have to redo my coding ?

There are several threads on Bimmerfest about this. If you search for BMW assist, you will find quite a few. This is due to 2G cellular technology being discontinued by the carriers in the US. Whether you are eligible for retrofit or not depends on your expiration date of BMW assist. Here are a couple threads to look at:

There are more, just type "bmw assist" in the search box at the top of the screen and look at the results and you can read to your hearts content. The short answer is, you should plan on being without it unless your current contract runs through past the end of 2017.
